technically you can bat anyone you want to at any time.If the defense appeals that the offense is batting out of order then the umpire calls the correct batter out and play resumes.

It won't ever happen, but if it did you can bet your ass that the players union would want to see some kind of pro-rata increase for the players being used. I'd like to think whoever even gave voice to this moronic idea got smacked in the head and thrown out of the meeting.
