Looking to relocate to DC - Any advice on remote job hunting?

My spouse and I have decided it's time to make a change and move to DC. The hang up, of course, is that we have not yet secured gainful employment there. We could survive for a period of time, but not an extended period of time if we moved without jobs to go to.

I'm curious if anyone has any suggestions on ways to effectively job hunt long-distance. We live in Houston right now.

My goal is to move into a federal position. I am currently the chief of staff for a 700-employee municipal public works division with an $85 million budget. We oversee building permitting and code enforcement for roughly $9 billion in development each year, along with public infrastructure planning, infrastructure design standards, and public utility analysis. I do a lot of intergovernmental relations-type work and I manage all of our public information/open records, and constituent inquires (about 11,000 a year).

My spouse does communications, web management, digital content management, and operations for a political organization. He's looking to stay in the political realm or move into issue-based non-profits.

I'm fine with it taking some time. Gives me more time to save money and prepare for the move.
