Besides this, an Australian research group just announced a way to get hydrogen out of saltwater without so much pollution as past processes...but certainly still more expensive than using fresh water.

I would assume this is hydrogen production for their expanded refinery use and nearby facilities

This is correct. Blue hydrogen, which the article references, is hydrogen from natural gas with carbon capture and storage. They are trying to reduce their CO2 emissions from things like furnaces in their chemical plants and refineries.

And they are being paid large sums of money from the federal government to do it.
