I don't really think there were any real concessions.

Just more out of control spending,

Having said that if the House gets enough votes, the stock market will react positively.

I think about a 2-3% increase in reaction to the news

Yes, the stock market should react positively, but I assume that is more a factor of making money now before it comes crumbling down later rather than an indication that all is well.
