I don't think there is a "best way" anymore. You just go online and apply. You can pick any bank that offers SBA loans and apply. You'll provide your personal financial info, business plans, etc. If they want to do business, they will offer you a loan. It's all very standardized.

Contact your local Small Business Development Center. They'll be able to walk you through all sorts of options.
