If you need help with perm financing once the homes/communities are set up and running, I can help out with some GSE/Agency financing.

You would need to differentiate MHU (HUD Code - what many consider a "trailer" home - has permanent chassis, wheels) versus modular housing units. Both are typically made by same company like an Oak Creek Homes.

Munis have been successful in zoning against MHUs. But in Texas, munis cannot differentiate modular construction vs stick-built. We are 3 for 3 in overcoming a local building code ordinance trying to prevent modular.

I was speaking from experience we had as a builder. We never had to use any lawyer or consultant. Pardon that its been a few years, but the law in Texas is clear on this.

In the irony of things, out of the hundred of municipalities we have built in, the biggest aholes are the wannabe towns. You would be amazed at what they put into local building codes when no one is watching. Larger places know they cannot get away with it, at best too many variables.
