I'm not going to go into much detail and I'm hoping to keep this at a 30,000 foot level, but is it possible to deannex property from a city?

At the moment cost and difficulty is irrelevant. I'm just asking if it's possible.

It is possible, but the only times I'm personally aware of it happening are when a city has been working with other municipalities to enter into an interlocal agreement affecting their boundaries/ETJs/utility bulk pricing.

Yes. Recently saw it done in Rosenberg. Honestly it's because the owner was such a pain in the rear over 20 years they finally let him do it. Now they have it over the barrel in regards to utilities for his development. Pretty funny/interesting situation really.
