Property Tax Protest questions

A few questions on tax protests

1. On a new construction home would the purchase price be considered market value? (my guess is no since during the build time the prices jumped a fair amount)
2. Would the contract rate at on Jan 1st be a better assessment of market value? (still below our assessed value)
3. Can you use the CAD's posted assessments against them? The CAD posted assessments for one street in our neighborhood are significantly below the the other two streets. Same house same size lot at the end of my street (3 houses away) assessed for $200,000 lower. The CAD appears to have treated that street as part of a different subdivision.

Whatever helps your case the most. The first two are a "market" protest. The third is an "unequal appraisal" protest. Check both boxes when you protest and use all the data during your meeting. Was there an appraisal before you closed? They'll probably ask for that. Tell them you lost it.

As for #3, look at the land values and see if they're different.

Very important to check both boxes. My protest last year was declined because I had argued about my house vs other comps being unfairly assessed lower. They said it was a shame because my argue was valid but I didn't check both boxes and I'd have to come back next year.

Both land value and improvement values are lower
If the land value is lower per sq ft, then yes, they believe it's a different neighborhood. Older? Different HOA? Deed restrictions? Not as nice?

If the land value is lower per sq ft, then yes, they believe it's a different neighborhood. Older? Different HOA? Deed restrictions? Not as nice?


Nope same subdivision brand new homes.

In 2020 I protested using the purchase price from 2019 which the county accepted. Also Before moving, I protested one year and went to the "hearing" and they explained that they appraised valuations on 2 factors - the local area/subdivision/neighborhood by the average square foot and then they look at recent sales (but likely listings since sales prices aren't published). At least that was what I was told. My protest was in small room in front of a group of retired people that had various real estate backgrounds churning through protests. They are not judges or tax experts or full time employees. The county doesn't appraise your house individually. So if there are things that would bring your valuation down as compared to other houses that are on the market to sell in the area then you should protest such as needed updates to get rid of that shag carpeting or necessary repairs (but get an estimate with pictures such as getting foundation repair estimate which is quite a common problem), house backs up to busy roads, to power lines, or to railroad, house is haunted (j/k) - then you probably need to raise those issues in your protest. Worked for me but would have been better if I had more estimates and not just pictures.

This. We've been most successful when doing a bunch of research & documentation on our own. Sucks to have to do it, but when you get in the room with the regular people (non employees of the CAD), they have to have some valid back up to help you out. I believe they want to help & more importantly - be fair - but if you don't bring them proof of your claims, they have no basis to side with you.

On the cad site you can either enter the addresses, or click in the top corner if it says "map" and then click on each parcel to see value, history, etc. I think they're all the same but apologies if some sites are different.
