Is this a legitimate ruling

I had a friend e-mail this to me. I can't tell if it's real or if he's forwarding some rules craziness that didn't happen, but I figured TexAgs would know for sure:

"Playing in a match in a foursome (2 separate matches). On the green, a player in the other match asked the player I was playing to move and mark his ball, and he did.

After he putted the player I was playing stepped up to putt his own ball. I stood there and thought for a minute, should I tell him to move his ball back to its original position….a dilemma
Anyway, I thought to myself, this was not a way to win a match. I stopped him as he was about to putt and told him to move his ball back. He did and sunk his putt and eventually beat me.
This was not a money match. Would you have done the same?
Anyway, I told the pro in the shop what happened, and he Saadi I did the right thing, and then he disqualified the guy I was playing for taking advice in a match regardless of who it came from.
Crazy or what?"

The disqualification is wrong. The player seeing that another player is about to breech the rules can inform the other player. Its not advice.

That's what I thought. This guy is famous for making stuff up.

My understanding is that the rules are "public information." Discussing rules would be the same as discussing the distance of a hole.

Also, didn't think that the receiver of the advice gets a penalty if it's unsolicited.

Side note I think asking what club someone hit shouldn't be considered advice. The rules allow you to find out if you want but prevent you from asking or telling. I think that's silly.

1996 US Am. On hole 34 of the finals, Steve Scott reminds Tiger to move his mark back. Without doing so, Tiger does not win his 3rd straight US Am. Scott was 2 up with 3 to play and Tiger losing that hole for not moving his mark ends the match 3 and 2. Instead, he won the hole pulling the match within 1, tied it on 35, and won it on the 2nd extra hole. It's the courteous thing to do and not advice.

As a curious person I looked up Steve Scott as I have no recollection of him as a player. Turns out he really wasn't. From US Am runner up to only playing in 2 PGAT tournaments with no cuts made.

Have to wonder if he had less integrity if he would have had a very different career.

I think he played in more than that, but yeah, something like 20 events and only 3 cuts made and peanuts in earnings. So not much. That said, he did make it to #1 ranked Am in the world a few years after that, so the career derail (or at least just not getting a pro breakthru) was really later. Great amateur who just couldn't crack the pro code

I'm sure you're right. That's just what PGAT showed.
