The previous owner of our home hung this. It doesn't seem to me to work very well. It's too close to the ground. Am I missing something about the way this hose hanger is supposed to work?

I also can't wait to find out what this really is.
It appears more akin to a bike rack than a hose hanger, save its location and not being "just right" for a bike rack.

If it didn't have rubber weather plugs, it would be easier to guess that the Owner took with him the upper portion that was designed as a curve to accept hoses, a tubal part that fit neatly into those upper facing holes. This does not explain why the need for a big hoop below but if this part was a) repurposed from its real function as .... ???? or b) built custom as a hobbyist (ref,. below), then it doesn't need to make sense

I'm guessing hobbyist.

Edit... the mounts alone. Revising estimate cost to $75

Can't anymore. Seems like they don't sell them. I was able to buy a different brand of coil hose. This hose is for watering plants on the patio and works well for that… the hose reel I have there didn't work there so I am really happy with the coil hose.
