My Mom's house was built too low and the driveway slopes down. Her garage floods when it rains. We have tried multiple things with the builder when it was built but nothing has worked. We have also tried other things on our own which haven't worked either. A contractor friend suggested a sump pump installation in her driveway drain. He lives in San Antonio though. Any ideas who to call? Plumber, Landscaper, General Contractor? Any recommendations in the BCS area? Any help appreciated. Thanks,

This is still the builder's problem & this is not opinion. HE is the one who needs to make it work.
Have your lawyer send a demand letter. Not kidding at all. This is BS.

How I would fix (and have fixed several times for clients)
Saw cut a 12" wide trench across the driveway across the front of the garage at the lowest point.
Pour a 4"wide x 8" deep beam on either side of the trench, top of beam to be 1" below the level of the driveway.
In the void between the two beams, pour 4" concrete & slope to the low side of the driveway.
Buy a piece of 12"x1"grate at your local steel supply house, they'll cut to length and width for you. Install on top.

At the low end, install a sump pump such as this, surround it with gravel for water infil:

Run the drain line to the curb or a low spot in your yard where it can naturally drain off without damaging neighbor's property. You're altering natural drainage with the pump, so exercise caution you are responsible for your damage. Bonus points buy a poly water tank and store your runoff to use later.

Again, your builder should be on the hook for all of this.
His building acumen and/or his ethics are questionable. This is not an opinion.

Despite the name, Longhorn Drain based in Cypress did a great job for us. He installed a sump pump for me to solve the exact same problem which has worked exactly as designed for 5 years.

Completely agree! They tore up the whole driveway and did put a grate and drain but the drain fills up and overflows into the garage. We continued to call them and they have basically ignored us or say they are coming and don't. This has gone on over four years. My Mom is 86 and just doesn't want to deal with getting a lawyer. Very disappointing as the builder is Caldwell and he is a former Aggie football player. We just need to get it fixed at this point. Appreciate the input!

Understood. Disappointed to hear an Aggie would just walk away from a problem like that & leave it for an elderly person to handle. Slam them in a google and yelp review ok behalf of your Mom. Here's a review site they advertise on their website. Add pics of the problem. They may react at that point.

That makes things look a bit different as I follow things.

Sumps can get clogged easily with leaves. I wrap the pump inside the basin with a stainless steel mesh to keep leaves out. Also helps if you elevate the pump a bit to keep it out of the muck that settles in the basin...a brick works.

Did the drain ever work effectively?

Has anyone tested it with a water hose to make sure it is ejecting water properly?

Outlet clogged? Where does the water go? Curb and away from the property? If the water coming out of the outlet just runs back into the drain then you're just spinning your wheels.
