We have tried multiple things with the builder when it was built but nothing has worked.
This is still the builder's problem & this is not opinion. HE is the one who needs to make it work.
Have your lawyer send a demand letter. Not kidding at all. This is BS.
How I would fix (and have fixed several times for clients)
Saw cut a 12" wide trench across the driveway across the front of the garage at the lowest point.
Pour a 4"wide x 8" deep beam on either side of the trench, top of beam to be 1" below the level of the driveway.
In the void between the two beams, pour 4" concrete & slope to the low side of the driveway.
Buy a piece of 12"x1"grate at your local steel supply house, they'll cut to length and width for you. Install on top.
At the low end, install a sump pump such as this, surround it with gravel for water infil:

You're altering natural drainage with the pump, so exercise caution you are responsible for your damage. Bonus points buy a poly water tank and store your runoff to use later.
Again, your builder should be on the hook for all of this.
His building acumen and/or his ethics are questionable. This is not an opinion.
