Where are you deploying? (If you can say). To be honest I had wifi I bought. This was both Iraq and Afghanistan. That's probably the best route. You can get it on just about every larger installation. If you were going to a smaller COP or something like that then it might be tricky but I don't think too many of those are still around.
The price was a kind of high for the quality (60-80 dollar range per month) but not a whole lot to spend money on over there. I'll also recommend bring an external hard drive loaded with movies and TV shows. Trust me you'll watch tons of them. Hope this helps and be safe.
Edit for not knowing about Iraq currently. Since we pulled out and then sending dudes back in I would say it's a crap shoot. In Afghanistan if your on a base like Bagram or KAF then you'll be alright.
Also I have been to remote middle of no where back woods AFCOPs where they bought Wi-Fi off the economy w/air cards. Super surprising. Not always reliable & $50 a month for basically edge network, but considering one of the places was two dozen hescos & a generator about 100 miles from anywhere!
It can be hit/miss based on location. Oddly enough, the air base I worked on (contractor) for 4 years had free wifi provided under a Navy SPAWAR contract. The bandwidth, quality and capacity of the satellite-based wifi got better over time...one router/access point on a single wooden deck when I got there in 2011--to almost complete base coverage when I left this year.
Keep in mind though that wifi radio waves don't travel well through metal. Most of the container-type CHUs/RLBs in the AOR are made of steel--so there were always a lot of folks sitting around outside with laptops, etc. in the evening.
As mentioned, it entirely depends on where you are deployed to. In both Iraq and Afghanistan, I purchased internet for a monthly fee (like $30 or so) that a contractor had set up. If you are at a large enough spot, this will almost certainly be available. However, I can almost guarantee the quality will suck.
I got one here, then had to pay to unlock it, and it's only 3G. I have three different SIM cards I use in it depending on the country I'm traveling to at the time.

If you're military and your going to a base then your good. I can't imagine any of the bases in Kuwait (which have probably been around for 13 years) not having wifi.
If you like the convenience of being connected at all times like a cell phone, consider unlocking yours and popping in a Zane SIM card with prepaid data.
