My former brigade commander has been working his way up the general officer ranks. Not an Aggie, but among the finest men I ever served under. Even from 2 rungs down, I learned a ton of leadership from Col Garrett. He is now at CENTCOM as a two star, but I found this when I googled his name a few moments ago.

The senate voice confirmed his name for promotion to Lieutenant General. Is that the same as being Promotable for lower officers? Is his 3rd star inevitable now?

Yes. They have to be nominated to the senate for the rank. The Army only does that when they've selected him for a position.

Being "promotable" means you have been selected for promotion. Even a regular office promotion must be confirmed by the Senate -- usually as an entire list.

GO promotions are sometimes confirmed individually, but usually by slate. But realize that 2-star is the highest permanent rank in the service.

Where 3 & 4 stars differ is that they are "appointed", not technically "promoted" -- and that appointment is specifically tied to assignment in a position/billet of corresponding rank.

The Senate confirms these appointments and assignments.

If a 3 or 4 star is removed from his/her billet for any reason, he must be reappointed to another billet within (I think) 90 days or retire, -- or else he reverts to his permanent rank of 2-star.
