Has there been a change in the service C uniform?

Just saw a guy with utilities rank device on the collar for a lance corporal, and no patches on the sleeves.

Everything seemed in order.

Am I just remembering te uniform wrong?

Though first thought was some boot on leave wated to impress his gf by trying to pretent he was an e3 instead of e1
