While I can't and won't comment on this matter for obvious reasons, I can say that your "someone in authority in a position to know" is COMPLETELY WRONG.
Whenever there is a student discipline case, it is usually handled through the university's Student Conduct Office (SCO). If it involves a cadet, a member of the Commandant's staff is involved in the process as well. Matters adjudicated through the university's student conduct process are administrative in nature - NOT criminal.
IF a student or cadet has also been charged downtown through the legal system, just like any other citizen, they must go through the legal system to resolve it. That is handled by the families, usually involves lawyers, and potentially going to court. The university and the Office of the Commandant are NOT involved in that legal process whatsoever.
As you can see, in this case there are 2 different processes - administrative, through the university, and legal, through the courts downtown.
