USA Prime is a big, national organization with franchises across the country that have teams at all age levels. I believe USA Prime is based in DFW. Those younger, lower-level teams finance the "National" teams. I think that, ideally, those youth teams are meant to be feeder teams for the National teams where they supposedly identify and develop talent from a young age to play on those "National" teams. In reality, the "National" teams just recruit studs from around the country.
It doesn't appear that this specific team J-Train, Jr. is on has played any PG events but this is the
USA Prime 15U National team page/roster on Perfect Game. You can see where their kids are from.
As for the "Detroit Tigers Scout" team- to be a true scout team a scout or some personnel from that MLB franchise is "coaching" that team. From what I understand it's not much real coaching but more like filling out lineup cards at showcases because kids don't practice together. They just show up and play at the tournaments.
