These facilities are designed to manufacture vaccines at scale once they are developed. They aren't designed to develop the vaccines. So at this stage of an outbreak I wouldn't expect the facilities to be doing much more than clearing the decks of contract work in hopes of having a vaccine to manufacture in the coming months.

Here's a local story about the Texas AM facility "waiting on a product order from the feds". Meaning once the vaccine is developed, they stand ready to mass produce it.

I noticed the article in the OP highlighted the connection of Rick Perry and Brett Giroir to the Texas AM proposal to win the bid for the manufacturing facility at Texas A&M (years ago while Obama was president). Both Rick Perry and Brett Giroir went on to work in the Trump admin.

My take is that the writer was really just trying to do a hit piece on the Trump administration by highlighting these two people that work for Trump and an idle Pandemic vaccine manufacturing facility (idle!? It must be a giant f up!!). When in reality, the factory is simply waiting for the scientists to develop a viable vaccine to begin to manufacture.
