Just saw that Denver is shutting down dine-in service for restaurants by order of the mayor.

Anyone know what legal authority is being exercised on the state and local level for things like this?

Not suggesting this is or isn't the right move; just curious about the legal aspects.

Restaurants must obtain and maintain health and safety permits that are typically issued by the county or city. That is how they can shut operations down or restrict.

Makes sense. Essentially a blanket temporary suspension of their license to be a dine-in restaurant?

In order to receive the license you must also agree to abide by all health and safety regulations and orders. It's not a suspension of the license, per se but has the same immediate effect
