I have been very impressed with Scott Gottlieb throughout this pandemic in regard to most of the information and opinions he has disseminated through various forms of media. The above is a plan he has put forward with other authors in regard to opening the country safely. Worthwhile read from my perspective in beginning to understand some of the significant public health hurdles we will face.

The front-end synopsis says test test test. If we don't have enough test infrastructure, how long do we wait?

I haven't read all 17 pages. Do you have a good summary?

He is proposing what S. Korea has been doing - significant testing, electronic surveillance, and targeted isolation.

If you've seen what S Korea did you are basically asking for Patriot Act on steroids and suspending medical privacy laws.

They literally posted your GPS location, electronic spending patterns, and health status for the public to search through.

I'm not a public health expert but I agree with the above sentiments. If we can test like South Korea, isolate the sick before they expose others, test for immunity, risk stratify those returning to work (young people first), monitor the recovered and have them donate convalescent plasma, and slowly open the work force and public faucets we could make significant progress. Ultimately, a vaccine would solve so so much.

And on a personal note. I hope I never have to argue the importance of vaccines again.
