As I understand it, the lack of utility for a surgical mask confered to the wearer is at least partially because it does not form a tight seal around the face. Would it reduce my chances of inhaling someone else's respiratory droplets if I wore something tight-fitting on top of the mask, such as a balaclava?

To clarify my question, I'm not asking how it could be done. I'm asking would that be effective in reducing my risk (or at worst, absorbed viral load).

I would layer up, seal off and wear eye protection along with gloves with the understanding that if you come into direct contact of an infected sneeze or cough there's a pretty good chance you're going to get infected since you're not wearing an N95 and you aren't trained in how to disinfect your protection when taking it off safely.

Surgical masks protect others, not yourself.

EDIT: Yes, I would think anything you do extra would help a little bit.

I think there's merit to this. I Just heard a Podcast today of a dentist who is 3d printing masks with interchangeable filters. In addition to that, He said there's an app (bellus3d or maskid) that scans your face and can use that print a "mask sealer" to be worn over surgical mask to do the same thing you're describing.

"Surgical masks protect others, not yourself. " while I've heard this 100 times over. I still personally believe Surgical mask can lessen the viral load you receive if there are droplets other aerosol in the air IF it is used and removed correctly.

Why would you put Greek dessert on top of your mask?

Less calories if you just breathe in the aroma. Make my eau du baklava a pistachio, please, none of that walnut.
