Counties closed one by one so they can open that way. If you read the entire document it says as much. Flexibility is given to local governments

Since cities make their money on sales tax from retail sales and hotel taxes I suppose they are financially motivated to open back up as soon as possible.

seems positive for football...most SEC cities are rural and thus theoretically easier to control than a Houston or Dallas.

I'm not saying that's good or bad- frankly no one knows for certain what the right moves are here.

. That's a very unrealistic way to look at it. In almost no scenario would a decision maker forego testing a likely in favor of an unlikely. That's borderline evil.

. That's a very unrealistic way to look at it. In almost no scenario would a decision maker forego testing a likely in favor of an unlikely. That's borderline evil.

You don't have to forgo one for the other, you just have to add a buffer test.

We are ramping up testing. It would be a simple effort to do that.

Since they are a bit ahead of us in some countries, we will at least be able to watch and judge how effective their choices are. But, there are still lots of variables like population density and societal behaviors.

I was responding to the question of how places could cook the books. This would be an easy way to do it.

There are 1000s of jurisdictions in the country. At least one is certain to have an ass hat that would do something like this.
