How long do you want to ignore this user?

Anyone aware of any free, or relatively inexpensive, software that would allow someone to look for patterns in who was in contact with whom?

Essentially, if I put in 20 people into the software, and each person told me who they've been in contact with recently, it would draw out a map showing the connections. The goal being to look for the person who has 10 arrows pointing to them, or looking forward to let someone know that an individual they were in contact with tested positive.

Facebook used to have this feature probably 13-14 years ago. You could see a map of someone's friends, or your friends.

Something kind of like this:

You bet.

You may try downloading a free version of a good graph database.

Check out neo4j free desktop download: https://neo4j.com/download/

ArangoDB and Tigergraph are also good options.
