Several large districts are not allowed to have school until October, that UIL list is a pipe dream. If kids cannot attend school in person there is no way they will be allowed to participate before the county health advisors say it is safe for school.

Most 1A to 4A sized rural area schools will probably be able to follow this. 5A and 6A are unlikely.

They were never going to be able to come up with a plan that worked for everyone. They needed to at least set out a plan that would give schools an idea of what to expect.

If you can't play due to politics then you forfeit. It's not hard.

Almost everyone gets to the playoffs nowadays. Record isn't an issue.
