Mask wearing was already popular in Hong Kong pre-covid. It became even more widespread after the outbreak and a mask mandate wasn't necessary. The new mandate requires masks for anyone over 2 years old even outside while exercising. That is more strict than any mandate will ever be in this country.

The point isn't the number of cases HK has. The point is that even with widespread mask wearing, the government has still felt the need to lockdown the city. It seems obvious that mask wearing is not going to lead to a quicker or sustained reopening.

Well, just a $100 fine, but yes. A friend of mine has to put masks on her 3 and 5 year olds when they ride their bikes in the neighborhood, because she knows a neighbor will report her. Another friend said Walmart required a mask on her 2 year old.
