Not a doc...

Sounds like something I get every once in a while. Chalked it up to winter colds/allergies. Always goes away after a few weeks.

If it has been over two weeks I don't see the point of a PCR test. Might want to donate blood, get the antigen test for free, then he would know if he had the antigens.
