My news said England going back into pretty much full lockdown due the this new strain of the virus. First, is this true? Second, why would it be necessary?

"It is essential that we further limit interaction between different households to stem the spread and bring the situation back under control, while we vaccinate more people."

I assume they are worried about hospitalizations, but I'm not sure why they feel it is necessary. The UK hospitalizations are now equal to what they were back in April, perhaps they are worried they will continue to rise and overwhelm the system.
Interestingly they number of patients on ventilator appears just over half the UK total in April, perhaps that is reflective of improvements in treatment.

The new variant in the UK seems to be 50-70% more transmissible. As a result, the UK has had a big surge in hospitalizations putting stress on the system. 30% increase in one week.
