The movie was supposed to come out last year, but they had to reshoot the entire third act. The old version addressed the allegations/controversies, but in bull**** fashion completely absolved Jackson of any wrongdoing (the movie is made with the cooperation of Jackson's family/state, so it was only ever going to champion him). However,
after the movie was shot, the filmmakers discovered that one of the accusers - one featured in the movie - had as part of his legal settlement forbidding the dramatization of his story on screen. So they had to retool the whole thing and now, yeah, it apparently ends in the early '90s, with Jackson on top of the world, a hero, etc. Then, if this movie is successful (which it no doubt will be), they're going to make a second one that's all about the latter part of Jackson's career, showing just how "innocent" he was (of course leaving out the aforementioned accuser).
