The point of the show is to demonstrate the negative impact this sort of relationship can have on the development of a young man/boy in an effort to change the "hell ya, bro, I wish I could have banged a teacher like that in high school" mentality. In case that wasn't obvious.

just looked it up - Calgary.

The original movie the series was based on was filmed in Austin, apparently.
