Why are Network TV shows cheesy compared to cable alternatives?

Hmmm, actually I guess they were allowed one "censored" F word per season. So your original point holds up.

Yeah. And I didn't find it distracting at all. It made the point clear. It would have been ridiculously cheesy and distracting if they had instead said "screw" or "fudge" in those situations. The F-word was damn appropriate. If I were network TV, I would do the same thing. Even if they had to blur their mouths. Then people would be clamoring to watch the uncensored streamed version (after a few months).
