I didn't watch Miami Vice (for some unremembered reason). So it couldn't have been that.

John Hillerman, who hailed from Denison, Texas, certainly mastered a very convincing British accent as part of his craft.

In an interview, he recounted how an Englishman approached him (I believe in New York City), told him how much he enjoyed his work, and then told him he was a credit to the Crown!

And oh by the way, before they realized they should have some diversity in the cast, Gerald McCraney was the likely choice for TC's role. And he would have been great I think.

Selleck has said that it was McRaney's role and when Selleck or the director...I can't remember....informed him of who else was in consideration, McRaney passed on it and told him to cast Mosley.

I tried to find it, but couldn't. I did have this pop up while I was searching for it.
