I don't think the PM did it. It's the lady behind the scenes running the show. She has a reason for it, but we don't know it yet. Maybe she's trying to get herself into a government position by orchestrating some previous predictions into existence and meeting herself look like a political genius. Pretty sure she's pulling strings all over the government, and she is the one who had the MP's car blown up because Kate told her he wanted a meeting. I'd bet she's manipulating the PM and he doesn't realize he's a pawn.
