There's guitar on "Take on Me". There's an acoustic strumming during the chorus, and there's an electric playing a percussive sounding line in some spots.

If that's what the op is referring to, then you are correct. The guitar player is muting most of the high strings and is stumming them. It's hard to always hear unless you were to single out that particular track and turn down all the others.
