I vote Ramsey Bolton over Goffrey as most likely. Ramsey was more sinister, torturous and capable.

We watch Harry Potter a lot in our house since it is an easy thing to catch a movie of it on or just leave on when people coming in and out. While most the kids strongly dislike/hate Bellatrix Lestrange, Voldemort, the Malfoys or Snape, by far the most hated character is that woman.

The only thing they probably hate worse from the Harry Potter series is me telling them that Gilderoy Lockhart left his wife Sybill Trelawney after his affair with Bellatrix Lestrange, which seems odd since they weren't in the same movies, but dad keeps bringing it up....and it is never funny to them.

Goffrey was just getting started though. Imagine what he could have done after being on the thrown for a few more years. He'd have killed every single one of his family members at the very least.

Voldemort et al are evil in a mustache-twirling, clearly fictional way. Dolores Umbridge, however, represents a very real kind of evil that people can and do see in real life. The petty bureaucrat using small power in small ways, the teacher who delights in rigidly enforcing the dress code, the scold who makes sure to let you know when you're out of line. She's everyday evil.

Already on this thread, but it's definitely Tavington and Umbridge in my book.

Tavington as a pure evil sociopath who delights in cruelty and Umbridge like the previous poster said. The petty tyrant that we've all met in real life

Nah, he was just trying to keep the peace in his small town. Was he overzealous when it came to administration of punishment? Maybe. He overdid it with the Duck of Death, but it was to send a message, not out of evil. He didn't need to kill Ned, but he felt a sense of duty.

More evil Sheriff would probably be Cobb in Silverado.
