That sounds like the most likely progression, and just what we saw. As for a more deliberate aspect to it, some of the Democrat behavior seems very suspicious -- but if so, it was exploiting something already underway and probably yes, an accident overall. An accidental release scenario is quite a reasonable and simple explanation, and once it was out, it was immediately subject to communist party policy and ethics, namely, cover up and politically exploit as needed because the party does not make errors. First was distraction and cover up, but once it escaped media and physical containment, it shifted into scapegoating and exploitation. Very likely the Chinese leadership decided early on they weren't going to suffer through this alone and would let it be carried globally by travel so that every nation might be more equally impeded by it.
