I am not sure we have seen all the prosecutorial evidence and certainly Eric Adams has not had his day in court.
He probably should have some of things looked at, but generally such "investigations" such as this result in a wrist slap and repayment, maybe a fine, and such. Biden DOJ was looking to put the man in Rikers for life.
I am not a fan of Adams, but the whole case against him stinks like a Trump lawfare case. Making felony mountains out of petty misdemeanor molehills.
Dismissing without prejudice removes the taint from the Biden DOJ and keeps possible for charges to be refiled should additional evidence or laybeaking be discovered. In the interim, he can continue to serve as mayor and there is an upcoming election to let the voters decide should he stay or should he go.
