I think the reason they have fought so long and hard not to have to turn them over is that a significant portion of them probably do not exist. I suspect that they probably had a certain number of fake ballots with forged signatures ready to go and the margin of votes they figured out they needed in the middle of the night required that they start printing ballots (that had no matching envelopes) and rerunning batches of the forged ballots (explaining the obvious repeats in the scans that were turned over). Remember that reported break in at the storage facility? That was likely to make sure they had a fall back if they ever had to turn them over and there were batches that were missing.
I watched that evidentiary hearing in Judge Amero's court. Plaintiffs produced several expert witnesses with impeccable credentials in different facets such as materials, ink, computer experts and the like each saying to low resolution scans were not detailed enough for them to complete their work and why. They were asking for a higher resolution scan and very small number of physical inspections of the ballots themselves. Judge orally granted that motion and said he would write an order containing some guidelines for the higher resolution scans to be done.
Two weeks later? They got an order all right, an order of CASE DISMISSED.
