Wouldn't you want to increase the biomass to encourage microbes breaking down the rest? I guess not.

I suppose they will take pics of each offense with their phone cams so they have proof.

If you ever see the trash that leaves times square NIGHTLY it will make you wonder how they even have a place to bury it.

I spend time in landfills weekly, and 10X the trash I see going into Texas landfill leaves Times Square every night

Nothing even remotely new to this. They did that when I had my business in SF. We had a guy from DPW (most useless group in history) show up about 15 years ago randomly to spot check if our 3 bins (garbage, recycle, compost) were being properly used. He even went digging through our bins and came back in with a bunch of items that were improperly sorted. Before he left he said that they could randomly come back and check again to make sure we were in compliance, with a $10 fine for every item that we put in the wrong bin.

Umm...screw that POS. Luckily, they never came back to audit our garbage, or id have kicked his ass the second he handed us a fine.

Probably DPW, like in SF. Those were the thugs who would harass people/businesses for improper garbage use, fining property owners for tagging of buildings, and if cardboard boxes were removed from bins by homeless and left on the street. They literally have citations on front doors within hours of the offense occurring. We'd have our building tagged overnight and a citation waiting on the door when we got there at 8am the same day. They had to step over garbage and feces, and then around a homeless guy in order to put it there. Can't say that they don't have their priorities in the right place...

Yeah, I'm glad I sold out and moved to Idaho...

They do. The bins are audited. Probably make 6 digits for that job too.

No. Not unless you are referring to your trash can on your computer. Still inside your house, or beside your house within the curtilage.

ETA: Put it on the curb on a public street? Yeah. Deemed abandoned at the point.

Thats what I mean. If I've got my can next to my house or on the club, can some bureaucrat just walk up and start going through it to make sure I'm complying with this silly ordinance or do they need some valid suspicion of a crime?

Edit- kinda of a loophole since you have to put it in the street for pickup with the expectation of retrieval once it's been dumped. I wouldn't consider that abandonment

I put styrofoam in a recycle bin one time when I lived in Austin; I was threatened with a summons, they put a red "Scarlet Letter" on my recycle trash bin so folks knew who to gossip about, & imposed a $25 fine. All because I made the mistake of putting the styrofoam on top; when I found out the whole "recycle" BS is a scam, I made it a point to put whatever didn't fit in the general trash can into the recycle, but I made sure any styrofoam was added first. I was never shamed again.

This has been the law in San Francisco for a long time - I'm sure many other places.

And they do enforce the law there.

I compost but that's because I like big ****ing non GMO tomatoes that don't have chemicals and pesticides.

It's a choice though..

My wife and I left a bar in NYC to walk back to our hotel. Rounding the corner, there were three mega-rats waddling down the middle of the sidewalk. These were possum-sized rats, and they expected you to give them the right-of-way. I suspect that they and their crew take care of most of the compostables.
