Professional agitation as long as genuinely peaceful (and not CNN's "mostly peaceful") in definition, should not be labeled terrorism. So you have to be careful. But anything involving force, blocking a path, keying a car--- that's now shading into the vicinity of force-used-for-intimidation which is a stone's toss from terrorism.
