I don't think there ever was a Trump plan because there was no pull out plan or refugee plan in place with anyone at the State Department. I don't think there were any appointee holdovers, but none of the career people had anything lined up. Trump made an agreement with the Taliban to leave Afghanistan, but that was like 8 months after he left office and wasn't going to be his problem after November.
Partially true. There were conditions they were supposed to meet, and they didn't, but Trump had drawn down to only 2500 troops before leaving office. He had already initiated the withdrawal long before Biden took over while the Taliban increased attacks on the Afghan national forces and reiterated their goals to take over. On top of that, he insisted the Afghans release thousands of al-Qaeda and Taliban prisoners in 2020 as a part of the deal with the Taliban.
The Biden admin absolutely ****ed up in how they handled everything, but let's not pretend Trump didn't hand them a **** sandwich. Biden couldn't stop the withdrawal. Trump even bragged about it in speeches on multiple occasions before the fall of Kabul. Biden went with the moved up, somewhat arbitrary deadline with the idea of getting out quick before things completely went to **** when it was kind of apparent they were heading that way already.
