As far as flooding where it never flooded before, that's crazy but it seems to be happening in certain places. For example, watching friends in Kingwood, it seems like it floods all the time there now. I don't remember Kingwood flooding 30 years ago nearly as frequently as it does today.
You're right about risk. Everyplace is going to have some sort of risk except maybe Phoenix or some place like that.
