Those are the exact guys that get "recruited" for something like this. Hell, they could have latched on to him on social media and done all the training/suggestions needed and he could have not even been aware.

I speculated right off when he had caused the scene, that it was a distraction to allow the real shooter to make an exit undeterred. However, I assumed with this amount of coordination, the shooter was a pro and part of a larger movement per say.
