Jeez Louise! In Texas, daycare centers are licensed and monitored out the wazoo. Or at least they used to be.

But if they are not licensed, nor monitored by the state, then unsafe buildings and unsafe conditions are covered by less costs. Childcare is expensive. So a low quality one can charge less and churn and burn.
