Just give her a foreign student VISA for now for spring semester then work out the other stuff. My guess is that, because she had the deportation order, going through security for the flight triggered an alert that was then sent to ICE. It seems like a good system to know when and where illegals are so that they can be caught and deported. I don't think it's designed to specifically catch a person like her, but she's in that group of people so she got caught.
Her dad probably hasn't done anything that triggered an alert for them to find him yet.

If you have a conviction and 45 year sentence for smuggling 400 tons of coke and live in Honduras apparently you get a pardon.
