Any computer must be programmed… by a human. You have to tell it what parameters to make the decision on. Those parameters will always introduce bias.
I don't know what the answer is but it's simply not as simple as having a computer do it.
It can be done ... use equal pop requirements, maybe use compactness measurements, maybe use a county line rule to minimize county splitting. Maybe even introduce city limit splitting rules. Eliminate all racial and election data until post enactment for research purposes only.
I absolutely agree it can be done and should be done. But the sausage making will be... difficult.
Article 1 Section 4 leaves it very vague but also very clear that the states have authority to setup the districts as they see fit. This of course is subject to subsequent laws like the VRA, but a federal mandate of how districting should be done would be at odds with the constitution in many respects.
Its not about what I or we want, its limited by what actually can and cannot be done.
