So do poor people have fireplaces in their homes or old school cast iron wood stoves to warm their cockles?

I got some mesquite fields they can come collect from. I will even let them do it for free. I bet some people in the Hill Country will let them come collect cedar it from their sites for free.

Put one cedar log in your fireplace, and I can guarantee you'll never do it again.

Government going to get involved- lol, someone gonna get their pockets lined.
Crap in east Texas you can't give firewood away.
Enterprising folks will charge you to come get it.
Young guys who used to go out in woods now want to buy it delivered and stacked since they have money. Poor folks don't want to fool with it, they got utility vouchers.
BS OP.
But what if - and just hear me out - you could get the government to pay you for it?
A lot of old loggers figured out how to get FEMA contracts for debris removal. Some bigger fish may have figured out a new way.

I'm not poor. But I'll take 'free' firewood. Thanks for posting!
No ***** Can I select the type of wood and size?

I believe that in general in Texas, the vast majority of persons do you use wood stoves for heat.

I can burn half a wheelbarrow full of wood on any given chilly night. That will last about 4 hours. I'm trying to figure out how much wood a wood bank would need to serve the wood needs of those who would need wood.

I will bite. What was it about firewood banks that led you to feel compelled to open a discussion on firewood banks?
Sign of economic time? Government waste? State of society taking care of / not taking care of their fellow man?
Some of that alluded to in your OP but to many it comes across as a weak troll versus spurring discussion.
Regarding the $8 million, I would say that 98% of it was spent on something other than firewood.
One linked article shows an LDS program to help out Indians. Two things there, LDS has more money than God himself so they should not need any help with their program.
The other was a program on… Atlanta. I assume Georgia but same wood apply to the town in Texas. Poor people are typically not the type to be cooking or heating with firewood. This is particularly true in urban areas.
If this was a story about $8 million in firewood to keep Appalachian families warm and fed for the winter deep on the hollers of North Carolina, then you may have people here willing to pitch in.
If you indeed want to make the world a better place, then attempt a discussion.

In Northwest Colorado where I live, if people need firewood in our community, they notify the food bank and some of us volunteers are dispatched to help provide the wood. We do not have a firewood bank, but more of a collective of people that donate our own to the cause. I cut around 4-5 cords a year and usually end up donating one or one and half a year.
