Read lips.

Think maybe deaf people and press conferences are things that don't go together.

Blind people and archery, whilst entertaining, is not productive and can be dangerous.

Most people who were born deaf prefer ASL to closed captions, as ASL is a language in its own right and actually has less in common with written English than you might think. People who were born deaf (known as pre-lingually deaf persons) learn ASL as their primary language and English as their second language. This means they are essentially switching from their primary language (ASL) to their secondary language (written English) to get information when closed captioning is the only hearing-impaired option. Having an ASL interpreter is more inclusive of the deaf community. Then, people who lose their hearing later in life often prefer the closed captioning. By offering both, they are able to include both the pre-lingually deaf community and the hearing impaired community with little to no disruption to others.

It's been a long time since I went through training but I think the ADA may apply to government press conferences.

That is my recollection as well. Many TVs did not have CC availability when the ADA passed.

DataRepublican has had some interesting takes on this. I believe she compared ASL to hieroglyphics. It is not English.

Her thought is that the ASL interpreter is fine, but it should be done in a split screen fashion that can be toggled like CC. The tech exists and the cost would be minimal. She said that would get rid of the performative aspect of the interpreters who are showing off for non-ASL people.
