If I get a Letter of Mark, can I buy a really bad ass deep sea fishing boat to write off as a business expense? How do you get a Letter of Mark and Reprisal? Who would issue that? Are you taxed on your loot? Of course you are. How much are you taxed? Do you get a tax credit for the drugs you turn in? Actual value or street value? I know some young dumbass rednecks I could get into this.

Article I, Section 8, Clause 11:

To declare War, grant Letters of Marque and Reprisal, and make Rules concerning Captures on Land and Water;

I'm assuming these are letters of marque. That means prize courts. Which means that, yes, there would be consequences for mistakes. Really bad ones. Oversight, depending on how the letters are issued could be handled by the War Department. Presumably. They would probably be the better agency although you could argue DHS under the Coasties.

Your concern for human life for the victims of the cartels and their chemical warfare is touching.

Cartels are practically quasi-state entities. We should absolutely be doing civil forfeiture for cartels with some kind of due process that is more than "trust us bro", so thank you Mike Lee for adding congressional oversight to this.

Ron Paul has been talking about using Letters of Marque for well over a decade. Not unheard of.

This was my first thought exactly.

I had a large 1st hand experience with the Cajun Navy after Hurricane Harvey. These guys were WAY, WAY more trained on how to get things done than FEMA was. It was clear that these guys had run drills before on how to do evacuations.

Drills. By a bunch of Boudreaux's in John boats, bass boats, and air boats with shotguns.
