I very well could be wrong but I think they just take the highest score for the 3 runs. In that case, Norway gave both of them 99s.

I don't think you're necessarily wrong, i just think they might have had their thumb on the Norwegian scale when scoring the Norwegian.

Even if the Norwegian judges scores for the first two runs were in line with the other judges for the Norwegian athlete, the Norwegian still would have won, it just would have been about 0.25 points closer.
