The problem is the OP is about FIFA now asking for no enforcement in the entire hosting city, which is a massive no go.

Given the debacle in Georgia when ICE arrrsted detained and borderline assaulted Korean engineers at Hyundai plant that was being built I'd say this is reasonable position for FIFA to take

There is no way they could pivot at this point, even if they wanted to. Too much of it is in the United States and the venues here are better and bigger than Mexico and Canada.
