Thanks for the explanation. That's pretty bad. Why not clean up the city level stuff instead? I suppose it's something akin to the State of Texas taking over chronically underperforming/mismanaged school districts but I believe those are normally temporary measures .

Additional tidbit: NYC already has a "mansion" tax of 1% on home sales >$1M. Soak the rich.
